In Regular document mode only the images are resized and recompressed; text, tables, links and vector graphics stay untouched. Light compression is nearly invisible, while Strong trades some image sharpness for a much smaller file.
Text-only PDFs are already small and have no images to reduce. In that case the original file is kept and marked as already optimized. Try Strong or Scanned / photos for more savings.
